IRCC sets the CLB by the type of program you graduated from.

Who is exempt, and who is not eligible
There are no language or field of study requirements for graduates from a PGWP-eligible flight school.
IRCC also says you are not eligible for a PGWP if you studied English or French as a second language.

Common questions
IRCC: CLB 7 in all four language areas if you graduated with a bachelor's, master's or doctoral degree or from any other university program, and CLB 5 in all four if you graduated from a college, polytechnic or non-university program.
IELTS General Training at least 6.0 in each of listening, reading, writing and speaking. IRCC publishes the CLB table for IELTS General Training.

If you submitted your PGWP application before November 1, 2024: You don’t need to meet the language requirement for your program.
There are no language or field of study requirements for graduates from a PGWP-eligible flight school.
IRCC publishes CLB tables for CELPIP (General), IELTS (General Training) and PTE Core on its language-results page.
IRCC asks for a language level, not for one particular test. For a bachelor's or master's degree it says: “You must prove your English or French language skills with a minimum level of Canadian Language Benchmarks (CLB) 7 in English or Niveaux de competence linguistique canadiens (NCLC) 7 in French in all 4 language areas.” For a college program it says: “You must prove your English or French language skills with a minimum level of Canadian Language Benchmarks (CLB) 5 in English or Niveaux de competence linguistique canadiens (NCLC) 5 in French in all 4 language areas.” IELTS, CELPIP and PTE Core are all on IRCC's approved list (see tests accepted by IRCC). On the official tables CLB 7 is IELTS General Training 6.0 listening, 6.0 reading, 6.0 writing and 6.0 speaking, or CELPIP 7. CLB 5 is IELTS General Training 5.0 listening, 4.0 reading, 5.0 writing and 5.0 speaking, or CELPIP 5.
